Building Inspections Update

As of January 15, 2021, building permits issued for sites in Credit River will be issued by Credit River.

Kevin Matiak at Metro West Inspections is the Building Official for Credit River starting on January 15, 2021. For inspections for permits issued starting on January 15, 2021, please contact Metro West at (763)479-1720. For inspections for permits issued through January 14, 2021 by Scott County, please visit the Inspections and Scheduling page on the Scott County website.

To reduce exposure to our staff and to reduce processing time, it is encouraged that all applications are submitted and paid for online.

Permit Requirements

MN State Statute 326B and Administrative Rule 1300.0120 requires permits to be obtained any time a building or structure is built, enlarged, altered, repaired, moved, converted, demolished, or changes use and to erect, install, enlarge, alter, repair, remove, convert, or replace any gas, mechanical, plumbing system, or equipment.

Certain types of work do not require a building permit, but may require a zoning permit (see Credit River Planning for more information). These include accessory structures 200 square feet or less, fences, work in the shoreland or floodplain, and certain signs. Types of work not needing either a building or zoning permit include painting, wallpaper, carpet, tile, replace cabinets and similar finish work.

For a full list of work not needing a permit and other state permit regulations, see Minnesota Administrative Rules 1300.0120.

Septic Systems

Scott County is the authority for septic systems. If you need to replace a septic system, please apply directly with Scott County. If you are constructing a new home, a building permit will be submitted to Credit River as per the checklist, and a septic system will be applied for at the same time from Scott County.

For many other types of building permits, Scott County Environmental Services will be provided with the proposed building plans for their review prior to the building permit being submitted to Metro West Inspections.

Minor Permits

Minor permits are for projects such as HVAC, Plumbing, Roofing, Siding, Windows, Doors, Fireplaces.

The online Permit Portal is now live for minor permit applications, apply using the Credit River Building Permit Portal (external link to citizenserve). New users will need to create an account.

Starting February 21, 2022, if you apply for a minor building permit using the paper application form, you will receive an email asking you to apply through the portal instead.

Major Permits - Plan Review Required

To apply for a building permit that requires plan review (new home, garage, accessory building, remodel, basement finish, deck, swimming pool, addition, etc.), email the permit application and all required plans and forms from the applicable checklist to permit@creditriver-mn.gov. Files should be named with a standardized format as shown in the checklists. Once your permit is ready for issuance, the permit fees and escrows may be paid either online or by check.

For building permit applications for new homes, an application will also need to be made to Scott County for the septic system at the same time the building permit application is submitted to Credit River.

The building permit application will be considered incomplete and will not be sent to MetroWest until the ISTS (septic system) has been applied for and approved by Scott County Environmental Services.

Residential and commercial permit applications requiring plan review and will be processed in order of application/submittals acceptance. Please be aware, permit acceptance will be delayed if required submittal documents and plans are incomplete or missing.

To avoid project delays we strongly recommend permits be applied for well in advance of the scheduled construction start date.
