Community Septic Treatment System Billing Rates

As of January 1, 2024, the monthly billing rates for property owners:

Monterey Heights and South Passage - $272.70/month
Stonebridge - $254/month
Territory - $119/month

Community Septic Treatment System Billing Schedule and Late Fees

CSTS utility billing occurs on the first of each month with the due date being the 21st of the same month. Late fees are added thirty days past the due date. These fees continue to be added for each month past the due date. Unpaid balances and all associated fees and charges will be certified to property taxes in accordance with Minnesota state statute 366.012.

Non-sufficient Funds (NSF)/Returned Check Fee

Effective February 1, 2014 all payments returned due to non-sufficient funds or a closed account will be charged a $30 service fee.

Emergency Service Billing

Emergency Service billing will occur when repairs are necessary on components of the system located on private property. Invoices will be mailed to the property owner and will include a copy of the original invoice from Natural Systems Utilities plus city administrative costs.

If payment is not received within thirty days of the city invoice, a $25 late fee will be added for each month past due. Unpaid balances will appear on the monthly CSTS billing postcards and may be certified to property taxes if necessary. The amount certified will include all fees and fines as allowed by law.
